As one of the earliest movers to embrace the PPP Model, the highways sector now has numerous operational projects that testify to the maturity of the model. All commercial formats – OMT, Annuity, BOT, DBFOT and hybrid variants – are prevalent. Of late, however, bidding has become a tad too aggressive raising issues of long term sustainability. Absence of an independent regulator, land acquisition related problems and trying litigation dog the sector.
