Massive private investments are needed if India is to recapture its rich maritime history. Various PPP formats have been tried out at central and state levels. Greenfield ports are coming up at state level, but terminals in major ports are more commonly thrown open to the private developers. Aggressive bidding has affected this sector too. Outlandish revenue shares, usually premised on lavish traffic forecasts, may put successful developers in a soup, especially in single cargo solid bulk terminals.
